Should There Be a Specific Minimum Amount Spent on Valentine's Day?

No, in my opinion, it depends on the couple. For example, if you're a couple for whom money is no object and you enjoy extravagant, luxury experiences with a "main character" vibe, then, of course, the cost will be much higher. However, if you’re more sentimental and budget-conscious, then the cost will naturally be lower.
That being said, whether the amount spent is high or low, the gesture itself can still be meaningful. I believe it’s more about the thought and intention behind the gift or experience rather than the amount spent.

Keep it classic with flowers, chocolates, and a cozy homemade dinner.
How about something fun? Try crazy golf, Fairgame in London, a concert, or even a comedy show.
Want to keep things simple yet timeless? You can’t go wrong with a movie night and popcorn.
A more romantic and personal idea could be breakfast in bed or drawing a relaxing bath to set the mood.
UK weather can be unpredictable, but if it's sunny and warm, you could have a picnic in the park, share a milkshake at a café, or take a walk along the beach with an ice cream.
For a cozy night in, how about setting up a home movie marathon with your favorite TV shows, snacks, matching pyjamas, and a takeaway dinner?
